Shaan Stevens is a force of nature — a legal whisperer in frontier economies where complexity, policy, and politics collide. With 36+ years of legal leadership across 41 countries, Shaan has shaped billion-dollar infrastructure plays, authored national laws, and advised heads of state — all with a clear focus on impact, inclusion, and institutional transformation.

Currently Chief Legal Officer at GG International, Shaan leads the group’s global legal, compliance, and regulatory strategy — spanning banking and finance, insurance and risk, M&A, and high-stakes contract negotiation. He previously served as Senior Associate at Cambodia’s leading GGI Law firm, where he drafted the country’s Consumer Protection Law and Trust Law, and led legal oversight of a US$2B international airport construction contract in Southeast Asia. Shaan was also appointed under a special sub-decree by the Prime Minister of Cambodia as the founding independent director of the state-owned SME Bank.

From hyperscale data centers and sovereign insurance frameworks to e-Government law in Uzbekistan, carbon trading in New Zealand, and telecom reform across Asia, Shaan blends sharp legal insight with economic pragmatism. His legal architecture underpins PPP frameworks from Micronesia to Mongolia, and his work in consumer protection in Cambodia and Thailand, insurance regulation in Brazil and Palestine, and SME finance in Africa has reshaped how emerging markets engage with risk, capital, and inclusion.

Shaan's governance experience is equally formidable — having chaired Finance, Audit & Risk Committees for state-owned banks, airports, ports, and utilities across Oceania and Southeast Asia. As a former New Zealand government regulator, he presided over landmark cases in telecom, financial services, insurance, and aviation mergers. His deep public-sector roots include appointing senior state officials, advising on overseas trade policy, and serving as Pro-Chancellor, Treasurer and Council Member at Victoria University of Wellington.

Beyond law and infrastructure, Shaan has made lasting contributions to environmental conservation, scientific research, tertiary hospitals, and emergency services governance, including as Chair of Wellington Free Ambulance and advisor to Cambodia’s Central Cardamoms Protected Forest Trust Fund.
